At least two New England cities have floodgates: Providence, Rhode Island, and New Bedford, Massachusetts.

While the perfect solution to rising ocean waters would be to reverse global warming, the installation of floodgates is something that Portland should consider in the short term. At least two should be considered: one for Portland Harbor and one for Back Cove. The major one could span a distance between Spring Point Ledge Light and Fort Allen Park. The relatively easy one for Back Cove would be on the bay side of Tukey’s Bridge. A third might be considered for the outflow of the Presumpscot River. Obviously, there are lots of technical obstacles.
