The Kennebunkport Board of Selectmen did not hold a public hearing on the budget this May, but residents will still be asked to vote on a $13.4 million package in June.

Town Manager Laurie Smith’s budget proposal includes a $1.051 million increase in municipal expenditures, efforts to increase non-property tax revenue, and $2.41 million in capital costs.

The original budget proposal also included a higher projected mill rate, so in order to both keep municipal spending at $13.39 million and lessen the municipal tax commitment, the budget board was able to increase non-property tax municipal revenues for fiscal year 2025 in categories such as excise tax, building permits, and Goose Rocks Beach stickers.

“The revenue increases were part of the original budget proposal,” Smith said. “The budget board agreed with the increases.”

Municipal expenditures increased by $335,855; however municipal revenues increased by $429,006 providing the decrease in the tax rate, Smith said.

In order to cover the municipal portion of the budget, $8.6 million will have to be raised through taxation.

The budget is largely driven by wage and benefit expenses, capital spending, and solid waste costs.

Since its proposal in March, the package has incurred only minor changes through the budgeting process, so what voters will be asked to decide in June is, essentially, exactly what Smith originally proposed.
